I came across an interesting picture: soviet scientists at an official May 1 demonstration in 1972 (the 50th anniversary of the Soviet Union) under the portraits of the communist Politburo. What do you think the communist-approved slogan said?
"WE REPORT: IN HONOR OF THE 50 YEARS OF THE USSR WE HAVE PERFORMED SCIENTIFIC RESEARCH FOR 2 MILLIONS 800 THOUSAND ROUBLES"
Some people say that measuring the results of a scientific research by the amount of money spent (rather than by the depth of discoveries and results or their impact) is an American, capitalist way of running things. Wrong! Bureaucrats in any country want to measure science by research expenditures. When next time your boss will tell you that research accomplishments are measured by the amount of money spent, think whether he or she stands for the American spirit of the freedom of self-expression and creative discovery, or your boss stands for the approach of evil-doers and bureaucrats. :)
